Sub-Contractor Awareness Course For Erosion & Sedimentation Control
January 7, 2008, Atlanta (6:00-8:00 pm)
The Georgia Legislature recently amended the Georgia Erosion and Sedimentation Act (House Bill 463) to create a new level of
certification for those contractors disturbing soil on a permitted construction site who operate as a Sub-Contractor to a Primary Permittee (General Contractor) or a Secondary Permittee (Builder).
This new course is a two-hour seminar that summaries erosion sediment and pollution control requirements as they pertain to
Sub-Contractors and is presented by a GSWCC Certified Trainer. There is no exam required and the deadline to become certified is December 31, 2007.
The requirement still remains for each crew that disturbs soil on a permitted construction site must have at least one certified
worker at all times. The EPD recommends that at least two people on each crew be certified so that work can continue if one of the certified persons leaves the site. If only one worker is certified and
that person leaves the job site, all soil disturbing activity must halt until the certified person returns.
General Contractors and Builders still need to have Level 1A Certified Personnel on site but the contractors they hire can be
Certified Sub-Contractors. Those who are already Level 1A certified do not need to be retrained.
Contractors who may typically be subcontractors but may also work as a General Contractor should obtain Level 1A certification since
the Certified Sub-Contractor is only valid when working in the role of Sub-Contractor.
Sub-contractors may include the following type of work:
Clearing and grubbing
- Grading
- Utilities
- Septic systems
- Wells
- Foundations
- Retaining Walls
- Landscaping
- Signs
- Fencing
